Why Is Bolivia Making it Easier to Save in Dollars?

  • Bolivia’s central bank is seeking to make it easier for savers to open accounts in U.S. dollars, moving toward a system in which depositors will have guarantees that their foreign- currency savings will not be frozen, central bank chief David Espinosa told Bloomberg News in an interview published July 6. The monetary authority estimates that Bolivians hold approximately $4 billion outside of the country’s banking system. To what extent have Bolivians been discouraged from saving in dollars, and what will the changes entail? How much will the changes encourage Bolivians to deposit dollars in formal accounts?
