Can Brazil’s Solar Industry Survive New Import Tariffs?

Rodrigo Sauaia, CEO of the Brazilian Solar Photovoltaic Energy Association (ABSOLAR): “Brazil’s rise in the energy transition is closely linked to increased investments in solar photovoltaics (PV). In terms of installed capacity, the solar sector added a robust 14.3 gigawatts (GW) in 2024, according to ABSOLAR. For 2025, ABSOLAR projects Brazil will add another 13.2 GW of solar capacity, which represents nearly $6.8 billion, 396,500 new green jobs and approximately $2.24 billion in taxes. However, this growth could be even stronger, had the Brazilian government not increased import taxes on PV modules from 9.6 percent to 25 percent. Market analysts estimate this tax, combined with the reduction of Chinese fiscal benefits for exports, could increase total costs of a PV solar system by around…”
